The central building of the Administrative Reform Commission was named Avtar Singh

Nader Naderi, head of the Administrative Reform Commission, wrote on Twitter that they have named the headquarters of the institution, to the name of Avtar Singh, chairman of the Hindu National Council of Afghanistan. “For their love of Afghanistan, their passion to public service, their dedication & ultimate sacrifice to make Afghanistan a better place, we proudly named our Headquarters buildings in Afghanistan administrative reforms commission after these heroes.”
Uttar Singh Khalsa, was minority candidate of Sikh ethnicity in Afghanistan who died in a suicide attack in Nangarhar in July 2018, but an Afghan minority head in his son, Narindra Singh, was introduced to parliament instead of his father, who died last January during a suicide attack in Nangarhar.
