Members of the Parliament today rejected the second draft of the budget document for 2021 in the plenary session of the parliament.
“This draft of the 1400 budget document has 20 serious problems,” Mir Rahman Rahmani, speaker of the House of Representatives, said at today’s (January 15, 2021) session of the parliament. “He added that the previous 17 problems that led to the rejection of the first draft of the budget document in the House of Representatives also include these problems.”
Mr. Rahmani added: “The government, in addition to not paying attention to the exception of 17 violations in the previous budget, unfortunately, has added two new cases, and the issue of equalization of salaries in the budget has not been paid any attention. »
Two days ago (Thursday, January 15), the draft was rejected by the House Finance and Budget, Public Accounts and Banking Committees of the House of Representatives. The administration of the Presidential Palace’s operational unit, allocating large budgets to several other departments, removing the rural road construction program from the Ministry of Rural Rehabilitation and Development, eliminating important provincial projects, and not considering equalizing the salaries of government employees are among the reasons for rejecting the second draft budget.
Allocation of high concessional salaries, toilet expenses, and house rent for government officials without a specific norm, lack of clarity for details of financing internal resources, the share of the expected budget in the total national budget, the inclusion of newly established departments in the budget document without House approval, problems in proposed municipal budgets In the revenue sector, especially in Kabul Municipality, the allocation of funds under the name of capacity building projects and the allocation of large budgets to precautionary codes in the second draft of the national budget are other reasons for rejecting the second draft budget.
The outflow of 1,131 local projects, the allocation of large sums of money to the Office of Presidential Affairs’ operational unit, the allocation of 1.8 billion afghanis to the precautionary code 91, and another 1.8 billion afghanis in the precautionary code 92 were among the significant problems.
Subsequently, members of the House of Representatives also approved a plan to equalize the salaries and wages of officers, teachers, families of martyrs, soldiers, retirees, and mercenaries on the 17th of April.
The rejection of the budget plan for the fiscal year 1400 by the House of Representatives caused tensions between the government and the House of Representatives. Reacting to the budget plan’s rejection for the fiscal year 1400, President Ghani said in a cabinet meeting on January 17 that according to the constitution, preparing and presenting the budget is the job of the executive branch only parliament can reject or approve it.
He added that parliament could not replace the government from a constitutional point of view.
The president’s remarks drew a sharp response from the House of Representatives. Mir Rahman Rahmani said in 22 Jedi that the House of Representatives does not allow anyone to embezzle public property by justifying “tastes” and “personal interpretations” of the law.
Mr. Rahmani added that the president’s remarks about the parliament’s authority to approve the budget reflect his “dark vision” and “ignorance” of the constitution. He stressed that based on this law, adjusting the budget is the duty of the government, but it is up to the House of Representatives to decide and approve it.
